    Emotions and Digital Well-being. The rationalistic bias of social media design in online deliberations

    In this chapter we argue that emotions are mediated in an incomplete way in online social media because of the heavy reliance on textual messages which fosters a rationalistic bias and an inclination towards less nuanced emotional expressions. This incompleteness can happen either by obscuring emotions, showing less than the original intensity, misinterpreting emotions, or eliciting emotions without feedback and context. Online interactions and deliberations tend to contribute rather than overcome stalemates and informational bubbles, partially due to prevalence of anti-social emotions. It is tempting to see emotions as being the cause of the problem of online verbal aggression and bullying. However, we argue that social media are actually designed in a predominantly rationalistic way, because of the reliance on text-based communication, thereby filtering out social emotions and leaving space for easily expressed antisocial emotions. Based on research on emotions that sees these as key ingredients to moral interaction and deliberation, as well as on research on text-based versus non-verbal communication, we propose a richer understanding of emotions, requiring different designs of online deliberation platforms. We propose that such designs should move from text-centred designs and should find ways to incorporate the complete expression of the full range of human emotions so that these can play a constructive role in online deliberations

    Whose Right to the Smart City

    This chapter works with Lefebvre’s ‘Right to the City’ (1996b) to understand how a Smart City initiative was being implemented and as a consequence who benefitted. Whilst a model of citizenship is offered in smart cities, the ‘actually existing’ smart city in fact reconfigures models of citizenship in ways that instrumentalise technology and data that can reinforce patterns of exclusion for marginalised groups. Therefore, this chapter aims to understand how citizens participate in smart city projects and whether they can in fact they lead to the exacerbation of existing urban historical, material and social inequalities. The chapter focuses on some of those excluded by smart city projects; the urban poor, street traders and those who live in informal settlements and explores the way in which they access and participate in the city. In the Global South context, India is a key actor in implementing a national level smart city programme, and research was undertaken in the city of Chennai to investigate the way that the India Smart Cities Mission was being planned and implemented and the corresponding implications for marginalized communities. The chapter argues that there is a need to recognize the value of a range of everyday, small-scale ways in which citizens employ technologies and data that meet their needs in a social and spatially embedded context. In this way marginalized people may be empowered to have what Lefebvre describes as ‘the right to the oeuvre, to participation and appropriation’ (1996, p.173) in urban space

    Quasi-Experimental Analysis of Targeted Economic Development Programs: Lessons from Florida

    The authors highlight three sources of endogeneity bias that typically haunt analyses of local government policies, and offer an empirical methodology for estimating program impacts given such concerns. They investigate Florida’s experience with implementing two common targeted economic development policies, community redevelopment areas (CRAs) and enterprise zones (EZs). Developing a simple application decision model as a guide, they find significant differences in policy implementation for small cities compared with larger cities. Florida’s small-city program implementation offers a unique opportunity to compare areas that received state-level approval for the programs with all areas that qualified for but did not receive designation using a quasi-experimental framework. In so doing, the authors explicitly address the potential for endogeneity bias caused by programrationing on the part of administrators and by nonrandom targeting of distressed areas.     Mídias Sociais e Administração Pública: Análise do sentimento social perante a atuação do governo federal brasileiro

    Este estudo procurou identificar como a análise de sentimento, baseada em textos extraídos de mídias sociais, pode ser um instrumento de mensuração da opinião pública sobre a atuação do governo de forma a contribuir para a avaliação da administração pública. Trata-se de um estudo aplicado, interdisciplinar, exploratório, qualitativo e quantitativo. Foram revisadas as principais formulações teóricas e conceituais acerca do tema e realizadas demonstrações práticas, utilizando-se uma ferramenta de mineração de opinião que proporcionou precisão satisfatória no processamento de dados. Para fins de demonstração, foram selecionados temas que motivaram a realização da onda de protestos que envolveu milhões de pessoas no Brasil em junho de 2013. Foram coletadas, processadas e analisadas, aproximadamente, 130.000 mensagens postadas no Facebook e no Twitter sobre esses temas em dois períodos distintos. Por meio desta investigação, observou-se que a análise de sentimento pode revelar a opinião polarizada dos cidadãos quanto à atuação do governo
